College Students | · Currently enrolled, scheduled to return/be enrolled in the following semester · Graduated from (or dropped out of) high school or university no more than 2 years ago · The sum of the wages earned by the applicant and his/her parents is no more than 100% of the average monthly income of city workers |
※ Other industrial complex workers The head of a household without a home who works at an industrial complex in the local region and earns no more than 100% of the average income |
Young Adults | · Aged 19-39 · Engaged in income-earning work for no more than 5 years in total and meets one of the following criteria - Presently engaged in work that generates income - Has left a job no more than a year ago and is deemed eligible for a job seeker’s allowance · Unmarried and without a residence but has subscribed to the housing deposit program · Income is no more than 80% of the average income (100% for the household) |

Newlyweds | · Married or can prove their intent to marry before moving in, provided that none of the household members owns a home and that they have been married no more than 7 years · Has subscribed to the housing deposit program · Total household income is no more than 100% of the average monthly wage of city workers |

First Priority | · Beneficiaries of living or medical allowance · Single-parent homes eligible for assistance · Those who do not meet the minimum living standards or spend 30% or more of their income on rent, provided that the sum of income and the value of assets converted into cash is no more than 50% of the given median income · Registered holders of disability cards in households with an average monthly income of no more than 70% of the average monthly income of city worker households in the previous year · Those who have left a child welfare facility no more than 5 years ago |
Second Priority | · Those who meet the asset requirements to lease permanent housing, provided that their average monthly income is no more than 50% of the average monthly income of city worker households in the previous year · Registered holders of disability cards in households with an average monthly income of no more than 100% of the average monthly income of city worker households in the previous year, provided that they also meet the asset requirements for lease of permanent housing |

Third Priority | · Those earning no more than 100% of the average monthly wage of city workers, persons with disabilities (and earning no more than 150% of the average monthly wage) |
